The former Tetra Pak division is investing ~6 billion rubles in the expansion of the plant in Lobnya and launching local assembly of packaging lines.
"Packaging Systems", the largest manufacturer of aseptic cardboard packaging materials in Russia and Belarus, has announced a large-scale expansion of production at its site in Lobnya, Moscow region. The company's capacity is planned to be increased by 50% — from the current 4 billion to 6 billion packages per year. The company expects to complete the investment project by the end of 2027.
The expansion is expected to fully meet the needs of the domestic market for aseptic packaging for dairy and juice products, reducing the dependence of the food industry on imports. The total investment in the project in 2024-2027 will amount to about 6 billion rubles.
"Next year, the company also plans to expand its production by 50%. Thanks to this, the Russian market will be fully supplied with domestic products. The volume of investments at the first stage will amount to about 4 billion rubles," said Ekaterina Zinovieva, Deputy Chairman of the Government of the Moscow Region, Minister of Investment, Industry and Science of the region.
The company took a key step in strengthening its technological sovereignty in March 2026 by opening a production center in Lobnya for the local assembly of packaging equipment for filling liquid food products in aseptic cardboard packaging.
- Previously, pasteurizers, sinks, sterile storage modules and filling machines were assembled abroad;
- Now the equipment is assembled in the Moscow region using domestic software;
- The production capacity of the new center will be 25 modules per year.
Thus, the company consistently forms a full—fledged localized chain in the Moscow region - from raw materials and the production of packaging itself to the assembly of technological equipment and software.

Capacity expansion by 50% is another important step in strengthening technological sovereignty," said Maxim Reshetnikov, Minister of Economic Development of the Russian Federation, during a working visit to the enterprise.
The company has been operating since 2007, supplying and servicing production and packaging lines, as well as providing packaging to about 250 leading food industry enterprises. "" Until 2022, the company was the Russian "subsidiary" of the Swedish concern Tetra Laval and was called JSC Tetra Pak.
After Tetra Pak left Russia in August 2022, the business was sold to local management for a symbolic 1 euro. "Today "Packaging Systems" JSC is founded by "Eaton Investments" LLC, which is owned in equal shares by two former top managers of the Russian division of Tetra Pak. The company's revenue in 2023 amounted to 31.9 billion rubles.
The expansion of capacities will be an important milestone for the entire dairy and juice industry in Russia, which, after the departure of a foreign manufacturer, faced the need to replace critically important packaging raw materials and equipment.
