Changes are planned for the list of cases where the sale of unmarked goods in retail is prohibited (Draft Government of Russia Resolution, Project ID 01/01/08-25/00159130, prepared by the Ministry of Industry and Trade on August 7, 2025).
The proposed amendments aim to update the regulations governing the retail sale of unmarked products, potentially expanding or refining the categories of goods subject to mandatory marking requirements. This initiative is part of efforts to strengthen control over product authenticity, combat counterfeiting, and ensure compliance with labeling laws.
The new groups of goods subject to mandatory labeling will include:
- automotive fluids;
- grocery items;
- perfume and cosmetic products, as well as household chemical goods.
For footwear, tires, perfumes, eau de toilette, packaged water, and beer, it will be specified that the sale of these goods is prohibited if the relevant permits are deemed invalid by a decision of control (supervisory) authorities responsible for compliance with technical regulations.
The rules for enforcing the ban on selling goods subject to mandatory labeling will also be clarified.
