Manufacturer OSQ International will invest another 550 million rubles in a paper food packaging plant near Khrabrovo, production will grow to 500 million units per year.
The Kaliningrad site OSQ International (part of the Moscow OSQ Group) is preparing for a new round of development: the company plans to form a full-fledged cluster for the production of paper food packaging in the region. The start of construction of the plant is scheduled for the end of 2026, and a land plot is currently being selected. Most likely, the location will be located near Khrabrovo airport.
A representative of OSQ International told "Vedomosti North-West" about this. To date, the manufacturer has already invested 200 million rubles in the project, and additional investments in the creation of a new production facility are estimated at another 550 million rubles.
At the new facilities, the company intends to launch the production of round and rectangular cardboard bowls, as well as packaging for fast food and street food. The total output after the launch of the facility should be about 500 million units per year.
"Together with the new plant, we plan to form a cluster in the Kaliningrad region for the production of paper food packaging for ready meals, street food and fast food," — said the representative of the company.
The new project will be a continuation of the company's growth strategy. The first OSQ plant opened in the Kaliningrad region back in 2021, and last year the company produced 209 million units of packaging, which is 25% more than a year earlier.

According to Rusprofile, OSQ International's revenue in 2025 amounted to 990 million rubles, an increase of 53% compared to the year before last. The General Director is Evgeny Tokarenko.
Experts note that the plans to create a new site reflect the general trend towards the growth of the ready-to-eat and street food market. According to Infoline estimates, these areas showed 9% growth in 2025, and the volume of the ready—to-eat market reached 1.12 trillion rubles, which is projected to grow by another 17% this year. At the same time, the demand for both paper and cardboard packaging is growing, which makes the new plant a timely bet by the manufacturer on the sustainable future of this segment.
