The Eurasian Economic Commission (EEC) Council has adopted amendments to the Technical Regulation of the Customs Union (TR CU) 009/2011 of the EAEU "On the safety of perfumery and cosmetic products."
The requirements for the composition of perfumery and cosmetic products have been clarified with respect to updating the lists of substances prohibited for use in such products, those permitted with certain restrictions, as well as approved colorants, preservatives, and UV filters.
The amendments will come into effect 12 months after their official publication. Additionally, the project includes a deferred provision (until January 1, 2027) regarding the maximum theoretical concentration of formaldehyde that may be released from finished products. Manufacturers are required to include this information in the product labeling.
Currently, labeling must include the phrase "contains formaldehyde" if the theoretical concentration of formaldehyde exceeds 0.05%.
Starting January 1, 2027, a new rule will come into effect, requiring the phrase "contains formaldehyde" to be included in the labeling if the theoretical concentration of formaldehyde exceeds 0.001%.
