The "Honest Sign" labeling will apply to fish semi-finished products and frozen goods.

The Ministry of Industry and Trade has prepared a draft resolution on the testing of digital labeling for semi-finished products and frozen food items. The experiment is also planned to include fish products. The project is voluntary and aims to test the processes required for making a subsequent decision on the introduction of mandatory labeling.

Testing Schedule and Participants

The pilot experiment will involve the labeling of semi-finished products and frozen food items packaged in consumer packaging. Testing of the system for semi-finished products and frozen food in consumer packaging will begin this year. All manufacturers, importers, and sellers can participate on a voluntary basis.

The experiment will run from October 1, 2025, to August 31, 2026. The implementation of the experiment will be overseen by the Ministry of Industry and Trade, the Ministry of Digital Development, the Ministry of Agriculture, the Federal Tax Service, the Federal Customs Service, Rospotrebnadzor, and Rosselkhoznadzor.

List of Products for Labeling

The Ministry has published a draft regulation on testing and a list of semi-finished products and frozen food items subject to labeling. Food products made from fish with the following HS codes of the EAEU (Eurasian Economic Union) are included in the list: 0304, 0306, 0307, 1604.
